In July 2022 People Measures commenced work with the Victorian Department of Energy, Environment, Climate Action on a large-scale, organisation-wide coaching and leadership development initiative called the “Senior Leader Support Program”. It is a two-year program, with the potential for extension. The Senior Leader Support Program delivers professional coaching to build the leadership confidence, capability and constructive behaviours of DEECA’s people leaders.
People Measures is identified as a ‘Senior Partner’ for the Senior Leader Support Program, working alongside three other providers, all of whom are servicing different parts of the organisation. Delivery of the program is firmly grounded within DEECA’s organisational context and serves as a key mechanism to support consistent leadership focus and development across the Department.
The Senior Leader Support Program delivers professional coaching to build the leadership confidence, capability and constructive behaviours of DEECA’s people leaders.
The overarching purpose of the program is to support DEECA’s senior people leaders in the following areas:
- To lead themselves and their teams through the large-scale normalisation of flexible, dispersed and hybrid teams and increased uncertainty arising from ongoing change and budget pressures;
- To embody the new leadership model in their role as people leaders;
- To lift and maintain high levels of capability in ‘wellbeing leadership’; and
- To build a constructive and high performing culture in their teams.
Action
There are eleven People Measures coaches working with over 100 DEECA people leaders who are geographically spread across the state of Victoria. The program is primarily aimed at Directors, but we also work with Executive Directors, Deputy Secretaries, VPS5 and VPS6 people leaders. Participants are offered virtual or face-to-face coaching with a nominated People Measures coach, and each coaching program is tailored to meet the participant’s specific needs. There is also a dedicated People Measures Client Manager (who is one of the coaches) and a Project Coordinator, who together ensure the program is successfully implemented. Participants can access a range of diagnostic tools including leadership styles assessments, 360 degree surveys, wellbeing assessments, and team-based assessments. These are used at appropriate junctures in the programs, if requested.
The program is primarily aimed at Directors, but we also work with Executive Directors, Deputy Secretaries, VPS5 and VPS6 people leaders offering virtual or face-to-face coaching programs tailored to meet the participant’s specific needs.
People Measures coaches collect broad, de-identified data about what they are observing in the organisational system. This information is themed and reported back to DEECA’s People and Culture team and Executive Board to surface emerging issues and risks and inform decision-making on proposals and interventions to address these.
In addition to 1:1 coaching, People Measures provides other virtual and face-to-face leadership development support to DEECA as an adjunct to the Senior Leader Support Program. For example, small group coaching around specific topics of relevance, facilitating leadership offsites, workshops to uplift leadership capability, and other activities to help foster connections and build strong team cultures.
